Achievements so Far

Several activities have been implemented towards promoting gender perspectives in the national budget and its budgetary processes. These activities include:

  • Good working relations created with several key government actors in the Ministries of Finance, Planning Commission, Ministries of Health, Education, Agriculture, Prime Ministers Office, Community Development Women and Children(CDWAC) and Industry and Commerce.
  • Baseline data collected through participatory research with the Ministry of Health, Education with reference to Ministries of Finance and Planning Commission in late 1990s. Other sectors researched in relation to GBI is the Agriculture, and Industry and Trade. This was done at both national (macro) and local (micro) levels. The research findings and gender gaps therein were shared with the key actors involved in budget preparations in the respective ministries.
  • The government has recognized the GBI and opened up more participation of TGNP/FemAct in the planning and budgetary processes and in other strategic policy making forum such as the Public Expenditure Review (PER), Poverty Reduction Strategy (PRS) Review and Consultative Group processes.  TGNP along with other NGOs have the opportunity to raise their views directly with international development agencies such as World Bank, IMF and UN agencies, and bilateral institutions in these forum. TGNP along with other actors contributed to the incorporation of gender as a cross-cutting issue in PRS I.
  • The National Budget Guidelines have been exposed to regular gender analysis through working together with key actors in the Planning Commissions. Some sectoral budgets have been made more gender-sensitive and pro-poor as a result, with more resources allocated to key areas.
  • Development of gender budget monitoring tools, an ongoing exercise, which involves gender activists, economists and actors from key government sectors. The government’s broad programme is to embark on gender mainstreaming the national planning and budgetary processes, together with that of the Mid-Term Expenditure Framework. The government has identified six priority sectors for pilot gender mainstreaming. The sectors are: Health, Education, Agriculture, Water, Community Development Women Affairs and Children, and Local Government. The greatest impact is the recognition of NGOs Contribution towards achieving the target goal. TGNP has been identified as a resource in carrying the gender capacity building of the budget officers in the chosen sectors and backstopping the whole budgeting processes in the respective ministries.
  • Capacity building of key actors and technocrats on engendering the whole process of planning and budgeting at national and local level, which will result in more equitable allocation of national resources which is mobilized and generated by both women, men and youths of this country.
  • Production of a variety of publications, including popular books and the research report; these are lobbying tools in the GBI campaign.
  • Enhanced coalition building among activist oragnisations especially gender groups, and other civil society organizations in Tanzania.
  • Greater understanding of the linkages between resources, gender and HIV/AIDS among activists, the media, some government officials and the public, with a focus on power relations, macro-economic reforms, impoverishment and the resulting HIV/AIDS crisis.
  • Higher public awareness on issues concerning gender economics and budgeting, macro economic reforms, and specific sectoral issues pertaining to land, HIV/AIDS, sexual violence against women/girls, food security and democracy, and the Constitution.
  • Enhanced public debate on issues pertaining to globalization, macro economic policies, gender and HIV/AIDS
